Tuition
$0/yr
UdelaR teaches the large majority of Uruguayan students. The private universities charge fees; ORT publishes a monthly instalment and gives final figures in a personal interview rather than online.
Living
~$1,300/mo
Single student, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Education
Works here and across Mercosur
Research impact 4th percentile globally — median of 2 ranked universities (CWTS Leiden Open Edition 2025). Research output, not teaching quality; it informs the band, it does not set the score. Two Uruguayan universities clear the ranking’s publication threshold, so the median rests on almost nothing and should not be read as a verdict on teaching.
Work after study
No post-study permit — but residence is unusually open

Tuition$0/yr

The Universidad de la República, which is most of Uruguayan higher education, says it in one line on its own page for migrants: “Todas las carreras que oferta son gratuitas: no tienen costo de matrícula ni cuota, sin importar el país de procedencia” — every degree it offers is free, with no matriculation fee and no instalments, whatever country you come from. There is no sample to take because there is no fee to sample. What is not free is the Uruguayan identity document a foreign student must obtain to enrol, and the private universities, which charge.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.729 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

EducationWorks here and across Mercosur

Pathoff education rubric (the Pathoff method, section 9-1), degree band "Locally solid, externally unknown": The degree works well in Uruguay and is recognised across Mercosur under regional agreements. At the top of the band, but no Uruguayan institution is a name outside the region and a credential assessment is needed beyond it.

Work after studyNo post-study permit — but residence is unusually open

Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A route that needs an employer": Graduation confers no period to stay and look for work. At the top of the band because legal residence, once granted, carries the right to work without a separate permit, and Uruguay grants it more readily than anywhere else here — the obstacle is showing income or a job, not obtaining permission to work.

What it is like here

The Universidad de la República states it plainly: every undergraduate programme is free, with no matriculation fee and no tuition, regardless of what country you come from. Almost nowhere else on this site does that for foreigners. The counterweights are that teaching is in Spanish, no Uruguayan institution is a name abroad, and there is no post-study permit — you stay by getting residence, not by graduating.

How the process works

1

Have the secondary qualification revalidated

Foreign school-leaving certificates need recognition before enrolment.

2–6 months
2

Enrol — there is nothing to pay

No matriculation fee and no tuition, whatever your nationality.

1–2 months
3

Start the residence application early

Uruguayan residence processing is thorough and slow; begin before you need it.

6–18 months
