The Universidad de la República, which is most of Uruguayan higher education, says it in one line on its own page for migrants: “Todas las carreras que oferta son gratuitas: no tienen costo de matrícula ni cuota, sin importar el país de procedencia” — every degree it offers is free, with no matriculation fee and no instalments, whatever country you come from. There is no sample to take because there is no fee to sample. What is not free is the Uruguayan identity document a foreign student must obtain to enrol, and the private universities, which charge.

Pathoff education rubric (the Pathoff method, section 9-1), degree band "Locally solid, externally unknown": The degree works well in Uruguay and is recognised across Mercosur under regional agreements. Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A route that needs an employer": Graduation confers no period to stay and look for work. At the top of the band because legal residence, once granted, carries the right to work without a separate permit, and Uruguay grants it more readily than anywhere else here — the obstacle is showing income or a job, not obtaining permission to work.

The Universidad de la República states it plainly: every undergraduate programme is free, with no matriculation fee and no tuition, regardless of what country you come from. Almost nowhere else on this site does that for foreigners. The counterweights are that teaching is in Spanish, no Uruguayan institution is a name abroad, and there is no post-study permit — you stay by getting residence, not by graduating.
