At the foot of the band because no minimum income is set in law, so the bar is applied case by case and cannot be checked in advance.

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "Covered, with a private top-up in practice": The integrated national system covers the resident population and legal residents have the same rights as citizens; in practice most people hold a mutualista membership, which is affordable, and the state provider can be joined at no cost. Solid in the band; not above it because the country is small enough that the most specialised treatment can mean travelling.

What it is like here

Uruguay is the only country on this site that grants permanent legal residence directly to someone arriving on passive income — not a one-year permission renewed forever, but the real thing, with citizenship reachable in a few years. Health cover through a mutualista is affordable and residents have the same rights as citizens. The cost is the cost: Uruguay is the most expensive country in South America by a distance.
