Uruguay is the safest country in South America by a wide margin, politically stable in a way its neighbours are not, and a parent can obtain permanent residence on income alone. What surprises people is the price: on the World Bank price level Uruguay is dearer than Spain or Czechia, and Montevideo’s international schools publish their fees to applicants rather than to the public.
