Public universities only. The private sector and the foreign branch campuses — Monash, Nottingham, Reading, Heriot-Watt — charge several times this, and a student choosing Malaysia for a British degree taught in Malaysia is buying that price, not this one.

A comparison of prices, not a budget: it says what things cost here against the United States, not what a month will cost you. Compared at country level, so capital cities and large metros run higher. The price level prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.

Universiti Putra Malaysia publishes the cleanest table in the country: for international undergraduates it gives a fee per semester, per year and per programme, so the year figure is read rather than derived. It is one university, which the Pathoff method, section 12-4-1 says is not a sample, and the second one could not be added. Universiti Malaya publishes international undergraduate fees as a total for the whole degree — RM 77,100 to RM 99,100 for business and economics, RM 132,100 for engineering, RM 673,200 for medicine — and its fee table carries no column for how long a programme runs, so converting those to a year would mean choosing a divisor ourselves. Universiti Putra’s own 2025 registration guidelines, which do carry a per-semester column, are published as a Canva export whose fee table is an image. So the figure below rests on one institution and says so. The value above used to read "~$2.2–3.9k/yr", which is a range, over a single row of RM 16,950. Neither end of it is in this account.

World Bank, 2024, CC BY 4.0: the PPP conversion factor for household consumption is 1.4492 local currency units per international dollar, against an official exchange rate of 4.5764 to the US dollar. Their ratio, 0.317, is the price level against the United States, whose own ratio is 1 by construction. Both figures are theirs; the division is ours. See the Pathoff method, section 12.

졸업 후 취업A post-study pass 23 passports open

Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A route you cannot plan around": There is a post-study route and whether you have it is decided by your passport. The Social Visit Pass (Graduate Pass), announced in December 2023, lets a graduate stay twelve months to work, study further or travel — but only a national of one of 23 listed countries, all of them high-income: Australia, Bahrain, Brunei, Canada, Denmark, Finland, France, Germany, Japan, Kuwait, the Netherlands, New Zealand, Norway, Oman, Qatar, Saudi Arabia, Singapore, South Korea, Sweden, Switzerland, the UAE, the UK and the USA. Chinese and Indian nationals were added case by case, on a letter of good conduct, and that extension runs only to 31 December 2026. Malaysia’s largest sources of international students are not on the list. For a student from Bangladesh, Indonesia, Nigeria or Pakistan the route does not exist, and the alternative is an employer sponsoring an Employment Pass at RM 5,000 a month for the middle category or RM 10,000 for the top one. A student pass cannot be converted inside the country either: you leave and apply for a Visa with Reference at a mission abroad. Section 10-0 factor S5 says a route that turns on birth country is structurally weaker for everyone, and this band names that case. Held at the top of it because the route is real and generous for those it covers. Under review because the Chinese and Indian extension has a stated expiry.

The previous score, 48, sat in "A route that needs an employer" and its whole account was that no broad post-study route exists. One does; it is the eligibility that is narrow, and narrow by nationality rather than by subject or grade.

여기는 어떤 곳인가

Tuition at Malaysian private universities and foreign branch campuses runs a few thousand dollars a year for a degree taught entirely in English, and living costs are low. The trade-off is the exit: post-study work rights are limited compared with Canada or Germany, so it is strong on cost and weak on staying afterwards.

절차는 이렇습니다

1

Get an offer, then let the university start the visa for you

You do not apply for the student pass yourself. The institution submits it through Education Malaysia Global Services, the agency the ministry set up for exactly this, and you must be outside Malaysia when it goes in. What you hand over is the offer letter, a passport with at least eighteen months left, a health declaration and your transcripts.

⏱ 2–4 weeks after the offer
2

Pay the visa costs — about RM 2,800 before the bond

The charges are published line by line rather than as one number. A new application to a public university is RM 1,728 in processing, RM 159 for the electronic visa approval letter, RM 340 for the medical screening, RM 498 upward for the compulsory health insurance, RM 50 for the i-Kad identity card and RM 60 for the student pass sticker itself. Two more depend on your passport rather than on Malaysia: the entry visa runs RM 6 to RM 50 by nationality, and the refundable personal bond is set by nationality on a separate table.

⏱ Paid with the application
3

Wait for the approval letter, then enter and finish it inside the country

The agency issues an electronic visa approval letter, which is what the airline and the border ask for; the paper trail is couriered to the institution. Once you have landed there is a post-arrival medical screening and the pass is endorsed in the passport. The pass is issued for the length of the programme but is renewed annually, and renewal is conditional — a 2.0 grade point average and eighty per cent attendance.

⏱ 14 working days for approval, then a few weeks after arrival
4

Know what the pass does not give you

It is a permission to study, not a permission to stay. There is no general post-study work route: converting to an employment pass means an employer applying for you, which is why the work-after-study ingredient on this page sits where it does. The bond comes back only if you cancel the pass properly before leaving.
