Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "Work, family or business only": The Immigration Portal’s list of long-term residence purposes has no category for arriving on savings or a pension. Employment, business, study or family, then permanent residence after five years. Near the top of the band because the business route is genuinely usable and the settlement language bar is A1 rather than B1.

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "You buy your own, and it is affordable": A third-country national who is not employed is outside public insurance and must hold comprehensive cover from the designated insurer for up to five years, and those policies carry exclusions. Placed at the top of the band because, unlike the rest of it, serious treatment is done in the country rather than sought abroad, and permanent residence opens the public system.

Living costs are well under the Western European level, the country is one of the safest measured, and permanent residence follows five years with only an A1 language exam. The catch is health cover: a third-country national who is not employed cannot join public insurance and must buy comprehensive cover from a single designated insurer until permanent residence arrives.
