Germany sets no national tuition — each Land decides, and two of the sixteen now charge students from outside the EEA. Which three universities you sample therefore decides the answer, so the sample is fixed by size rather than by judgement: the three that take the most international students. TU München charges non-EEA students €2,000 or €3,000 a semester for a bachelor's, €4,000 to €6,000 a year, for anyone newly enrolled since the winter semester of 2024/25. RWTH Aachen charges no tuition — North Rhine-Westphalia carries the cost for these students, and only the semester contribution of €329 is due — and TU Berlin charges none either. The median of the three is €0 a year, and that is what is recorded. Read it with the exception in plain view: Baden-Württemberg has charged non-EU students €1,500 a semester since 2017/18 under the Landeshochschulgebührengesetz, so Heidelberg, Freiburg, Tübingen, Stuttgart and Karlsruhe cost €3,000 a year, and Munich costs more. If you are going to Bavaria or Baden-Württemberg the zero is not your number. The semester contribution is left out here for the same reason France’s CVEC is: it is not tuition, and the transport pass inside it is already counted as living cost. Rated under review because RWTH Aachen has said publicly that it is discussing the introduction of fees for non-EU students with the North Rhine-Westphalia ministry — the zero recorded here is the thing under discussion.

Public universities charge no tuition in most states — only a per-semester administrative contribution — and graduates get an 18-month permit to look for work in Europe's biggest economy. Two caveats: Baden-Württemberg charges non-EU students separately, and while master's programmes are often in English, daily life and most jobs are not. You still have to prove blocked-account funds to get the visa.
