The International Maritime University of Panama publishes a sheet headed "COSTO DE CARRERAS PARA EXTRANJEROS" — cost of programmes for foreigners — listing its licenciatura and nautical engineering degrees at B/.4,288 to B/.6,184 for the whole programme and its environmental management técnico at B/.8,725. Recorded at the midpoint of the degree range spread across four years, B/.1,309 a year. The balboa is at par with the dollar.

Pathoff education rubric (the Pathoff method, section 9-2), special band "Regionally credible": Officer training sits inside an industry Panama genuinely leads, and seafarer certificates are recognised internationally by convention rather than by reputation. Mid-band because that recognition belongs to the treaty framework rather than to the institution, which is not a name the industry would pick out.

Pathoff outcome rubric (the Pathoff method, section 10-3), special outcome band "A route you cannot plan around": Judged on its own and it lands just above the degree route. A seafarer’s certificate is used at sea rather than in a national labour market, which sidesteps Panama’s payroll caps altogether; work ashore runs straight back into them.

What it is like here

Panama registers more ships than any country on earth, and it runs a state maritime university to crew them — which puts a foreign cadet next to an industry rather than beside one. It also does the rare thing of publishing a price list headed "cost of programmes for foreigners". Seafaring qualifications travel by treaty, which makes this one of the few vocational routes here that does not stop at the border.
