The International School of Panama, via the US Department of State’s fact sheet carrying the school’s own figures, published 2023-24 annual tuition of $14,756 for PK4 to grade 5, $16,188 for grades 6–8 and $18,304 for grades 9–12, plus a one-time capital donation of $16,000 and separate registration and IB programme charges.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.511 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

Guardian visaA pension buys permanence; anything else buys a process

Pathoff outcome rubric (the Pathoff method, section 10-1), early outcome band "Partial or conditional access": There is no guardian status, but a parent with a qualifying lifetime pension of $1,000 a month becomes a permanent resident outright, and the Friendly Nations route grants residence on a job, a Panamanian company or a qualifying deposit. High in the band: the routes are published and lead to permanence, but a working-age parent generally does not have a lifetime pension, and the Friendly Nations terms were tightened again in January 2025.

What it is like here

Panama uses the US dollar, flies everywhere, and lets someone with a modest lifetime pension become a permanent resident outright — which is a genuinely unusual thing to be able to say about a parent’s status. Against that: it is the second most expensive country in Latin America here, the heat and humidity never let up, and the school market is a handful of schools in one city.

How the process works

1

Work out which route the parent actually qualifies for

Pensionado needs a lifetime pension; Friendly Nations needs a job, a company or a deposit.

2–6 months
2

Apply through a Panamanian lawyer

Immigration filings here are made by counsel rather than in person, and that is the norm.

3–8 months
