The Third Level Graduate Programme requires an award at Level 8 or above, which further-education qualifications are not, so a graduate needs an employment permit — and Ireland publishes a list of occupations those permits are not granted for.

What it is like here

Irish animation and film have an international reputation their size does not explain, and the training that feeds them is genuine. The structural problem is the same one the Netherlands has: the graduate permission requires an award at degree level, so a further-education qualification leaves you needing an employer, in a system with a published list of occupations foreign workers cannot be hired into.
