Ireland

English-speaking, fifth safest in the world, and priced accordingly.

Every ingredient this page asks for has a figure and a source.
Tuition
~$27–29k/yr
Most Irish children attend state-funded schools that are free; this figure prices the international-school route a foreign family would normally take.
Living
~$4,300/mo
Family of three, all in, excluding fees. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Education
Very strong
Guardian visa
A parent can come, at a price few can meet
Safety
Very high
Fifth globally, and the highest-ranked English-speaking country on the index

Individual published figures for Nord Anglia International School Dublin, 2026/27: €23,131 at Years 7–9 rising to €25,296 at Years 12–13, plus a one-off €1,600 enrolment fee. Tier 3 because the school’s own page routes the fee table to a downloadable document that could not be read.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.955 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

Guardian visaA parent can come, at a price few can meet

Pathoff outcome rubric (the Pathoff method, section 10-1), early outcome band "Partial or conditional access": No guardian status exists, but a parent of independent means can hold a retirement permission. At the foot of the band because the Immigration Service requires an individual income of €50,000 a year plus access to a lump sum equal to the price of a dwelling, certified by an Irish accountancy firm, and the holder may not work.

What it is like here

Ireland is the safest English-speaking country measured and the only English-speaking EU member, which is a rare combination. It is also, on the World Bank price level, the most expensive country on this site after the United States — Dublin international school fees sit near the top of Europe, and the only route for a parent without a job offer demands €50,000 a year and a lump sum the size of a house.

How the process works

1

A parent secures permission first

An employment permit, or the independent-means route with its very high bar.

2–4 months
2

Apply to schools

Dublin’s international schools are few and fill early.

3–9 months

Where families cluster

South Dublin
Where the international and fee-paying schools cluster
Cork / Galway
Cheaper housing, far less international-school choice
