Move & retire

Ireland

A retirement route exists. It asks for €50,000 a year and the price of a house.

Every ingredient this page asks for has a figure and a source.
Living
~$3,650/mo
Couple, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Safety
Very high
Fifth globally, and the highest-ranked English-speaking country on the index
Residency
A published route with a very high bar
The permission is granted as Stamp 0, which the Immigration Service treats as a limited permission rather than a step towards settlement, and work of any kind is excluded.
Healthcare
Public in principle, private in practice
Out-of-pocket spending is 10.6% of current health expenditure here (World Bank, 2024, CC BY 4.0). Read it with care: the measure counts only what insured people pay — not premiums, and not the uninsured — which is why the United States comes out at 10.9%, ahead of most countries on this site.

Living~$3,650/mo

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.955 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

ResidencyA published route with a very high bar

Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "A route with conditions you can meet": A retirement permission for people of independent means is published with its terms stated. At the foot of the band: the Immigration Service requires an individual income of €50,000 a year and access to a lump sum equal to the price of a residential dwelling, verification by an Irish accountancy firm, and no recourse to State benefits.

The permission is granted as Stamp 0, which the Immigration Service treats as a limited permission rather than a step towards settlement, and work of any kind is excluded.

HealthcarePublic in principle, private in practice

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "Covered, with a private top-up in practice": Ordinary residents can use public hospital services, but GP visits are paid for unless a means-tested medical card applies, waiting times are the documented weak point, and private cover is a condition of the retirement permission. At the foot of the band for all three.

What it is like here

Ireland does publish a route for someone retiring on their own means, which most of northern Europe does not — and then sets the bar higher than anywhere else here: €50,000 a year each, plus access to a lump sum equal to the cost of a home, certified by an Irish accountant, with no access to State benefits and no permission to work. Add the most expensive living costs on this site bar the United States.

How the process works

1

Get the finances certified before applying

The Immigration Service requires an Irish accountancy firm to verify the documentation.

1–3 months
2

Apply for permission before travelling

Approval comes first; visa-required applicants then need a D-Reside visa to enter.

2–6 months
3

Register on arrival

Entry is still at the discretion of the immigration officer at the port.

2–8 weeks

Where people settle

West Cork / Kerry
The established incomer belt; beautiful and genuinely remote
Galway
A small city with an airport and a hospital
Dublin
Everything is here, and so are the rents
