Tuition
~$10–22k/yr
The figure is the non-EU institutional rate, which is what an international student actually pays.
Living
~$1,450/mo
Single student, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Education
Very strong
Research impact 95th percentile globally — median of 14 ranked universities (CWTS Leiden Open Edition 2025). Research output, not teaching quality; it informs the band, it does not set the score.
Work after study
Orientation year: 12 months, no employer needed
The IND states plainly that the permit "cannot be extended". Graduates who find work convert to the highly skilled migrant route, which applies a reduced salary threshold to recent graduates.
Safety
Very high
Top twenty globally, and among the calmest places in Europe to be a pedestrian

Tuition~$10–22k/yr

Study in NL (Nuffic, the Dutch public body for international education) publishes the non-EU bachelor range directly: €9,000–20,000 a year, against a statutory €2,694 for EU students in 2026-27. Recorded at the midpoint of the published range, €14,500 a year. A national body publishing the range itself needs no sample of universities.

The figure is the non-EU institutional rate, which is what an international student actually pays.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.803 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

EducationVery strong

Pathoff education rubric (the Pathoff method, section 9-1), degree band "Internationally recognised": Accepted without explanation across Europe and widely beyond it, with several institutions known by name in their fields. Held below the top band because outside those few names a Dutch degree still needs introducing in a third country.

Work after studyOrientation year: 12 months, no employer needed

Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A post-study route you can rely on": The orientation year is granted on graduating from an accredited Dutch programme, the holder may work freely and the employer needs no work permit. No quota, no lottery, no nationality test. Below Germany because it runs twelve months rather than eighteen and cannot be extended.

The IND states plainly that the permit "cannot be extended". Graduates who find work convert to the highly skilled migrant route, which applies a reduced salary threshold to recent graduates.

What it is like here

No other continental country teaches this much at degree level in English, and the orientation year lets a graduate stay twelve months and work freely with no employer and no salary threshold. The trade-off is price and housing: non-EU fees run to five figures, the orientation year cannot be extended, and student accommodation in Amsterdam and Utrecht is genuinely scarce.

How the process works

1

Apply through Studielink

One national portal for every Dutch institution, with a 1 May deadline for most programmes.

2–5 months
2

The university sponsors the permit

Recognised sponsors apply to the IND on the student’s behalf; there is no separate consular queue.

2–8 weeks
3

Find housing before you arrive

Universities warn openly that they cannot house everyone. This is the real bottleneck.

Where students go

Amsterdam
Most English-taught choice, worst housing
Delft / Eindhoven / Wageningen
The technical and agricultural names that travel furthest
