France sets one national fee, so there is no sample to take. For 2026-2027 the differentiated rate for students who are not nationals of the EU or EEA is €2,902 a year for a licence and €3,950 for a master's, against €178 and €255 for everyone else. Universities may exempt some of these students, but a decree caps those exemptions at 30% of a university's non-EU enrolment in 2026-2027 and 25% the year after, so the published rate is what most of them now pay. Recorded at the licence rate, €2,902 a year, which is the price before any exemption. The grandes écoles and private schools charge far more and are not in this figure.

Pathoff education rubric (the Pathoff method, section 9-1), degree band "Internationally recognised": French qualifications are accepted worldwide without explanation, regulated professions are covered by EU recognition, and the grandes écoles and Sorbonne are known by name well outside Europe. High in the band; short of the top because that recognition attaches to a handful of institutions rather than to the system.

Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A post-study route you can rely on": A master’s graduate is entitled to a twelve-month autorisation provisoire de séjour to seek work or start a business, with no employer required in advance and no quota or nationality test. High in the band; below the one above because the entitlement attaches to a master’s rather than to any degree, and converting it needs a job at a salary threshold.

What it is like here

French public universities charge non-EU students a differentiated fee that is still low by any comparison, the qualifications travel, and a master’s graduate gets a twelve-month permit to look for work without an employer. The cost is language: outside a growing set of English-taught programmes, teaching and administration are in French, and the administration is not gentle.
