Living
~$1,650/mo
Couple, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Safety
High
Eighteenth globally and first in Africa by a wide margin
ResidencyUnder review
A ten-year permit, from age fifty
The annual transfer was USD 18,000 in the Economic Development Board’s own 2021 material and is stated as USD 24,000 by current advisers, who also disagree on whether permanent residence follows three years or five. Terms that move this much should not be planned around without checking the current instrument.
Healthcare
Free in public, quick in private, small either way
Out-of-pocket spending is 45.2% of current health expenditure here (World Bank, 2023, CC BY 4.0). Read it with care: the measure counts only what insured people pay — not premiums, and not the uninsured — which is why the United States comes out at 10.9%, ahead of most countries on this site.

Living~$1,650/mo

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.429 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

ResidencyA ten-year permit, from age fifty

Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "A route with conditions you can meet": The residence permit for retired non-citizens is granted for ten years at a time to applicants aged 50 or over who transfer a stated sum each year, and a twenty-year permanent residence permit follows a few years of it. High in the band for the length of the permission; short of the open band because it starts at fifty and forbids employment.

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "You buy your own, and it is affordable": Registered residents can use government clinics without charge and private care is affordable and fast, which is what most foreign residents use. At the top of the band rather than above it because an island of this size refers the most complex cases abroad, and that is what this band describes.

What it is like here

The retired non-citizen permit runs ten years at a stretch rather than one, the island is the safest place in Africa by a distance, English works everywhere official and living costs are under half the European level. Two things to weigh: the money threshold has moved and sources do not agree on where it now sits, and on an island of 1.3 million the most complex medicine is a flight away.

How the process works

1

Confirm the current transfer requirement before anything else

Published figures differ; get it from the current instrument, not an adviser’s summary.

Timing not confirmed
2

Open a local account and make the first transfer

The permit is built on money arriving in a Mauritian bank and continuing to arrive.

1–2 months
3

Ten years, then the permanent permit

The retired permit is renewable and leads to a twenty-year permanent residence permit.

3–5 years

Where people settle

Grand Baie / Pereybère
The established foreign-resident north
Tamarin / Black River
Quieter west coast, dryer, and where much of the property scheme stock is
