Tallinn European School, which is state-supported and takes a large share of the international intake, charges roughly half of the lower of these. The figure sits at the middle school of the three rather than at either edge.

Family of three, all in, excluding fees. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.

Tallinn has four international schools and three of them publish their own 2026/27 schedules, which is enough to see the tier structure directly. The International School of Estonia is the top and is excluded: €25,812 a year for Grades 6 to 10 and €26,764 for Grades 11 and 12. The two priced here are the middle. The International School of Tallinn charges €12,460 for Grades 6 to 10 and €12,885 for the Diploma years, a median of €12,672. Audentes International School charges €8,600 for the Middle Years and Pre-IB and €11,200 for the Diploma, a median of €8,600. Recorded at the median of the two, €10,636 a year, secondary only. Tallinn European School sits lower again at about €6,600 but is a European Schools institution rather than a fee-charging international school of the kind this metric prices.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.699 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

보호자 비자No parent route; one parent must qualify alone

Pathoff outcome rubric (the Pathoff method, section 10-1), early outcome band "A guardian must be arranged": No residence purpose exists for a parent accompanying a school-age child; the family route runs from a parent who already holds a permit to the child.

The same structure as Germany, the Netherlands, Czechia and Japan, and scored the same.

여기는 어떤 곳인가

Estonia is safe, digital to a degree no other country matches, and cheaper than the Nordic countries it sits beside. Its international schools split sharply: the state-supported European School charges under €7,000 while the IB school charges close to €26,000 for the same year group. And as everywhere in this part of Europe, there is no parental status — one parent has to qualify on their own account.

절차는 이렇습니다

A parent secures a residence permit

Employment, business or the startup route. The child follows as a family member.

1–3 months
2

Choose between the three school tiers

The price gap between the state-supported and the independent schools is the largest single variable.

3

Register the residence and get an ID card

The ID card is the key to the digital state; almost nothing works without it.
