Estonia teaches a lot in English for a country of 1.3 million, and the fees are a fraction of Western European ones — TalTech publishes €1,900 to €3,500 a semester. Graduates get nine months to look for work. Two things to weigh against it: the job-seeking permit does not let you work while you use it, and years spent on a study permit do not count towards permanent settlement at all.
