Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "A route with conditions you can meet": Pensionado residence is granted in renewable two-year periods against a lifetime pension of US$1,000 a month, with dependants included and permanent residence following. High in the band — the threshold is the lowest published on this site. Short of the open band because the income must be deposited in a Costa Rican bank and neither route permits employment.

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "Covered, with a private top-up in practice": Residents must enrol in the CAJA and contribute a percentage of declared income, which buys comprehensive cover; waiting times push many towards private care, which is inexpensive, and serious treatment is done in the country. A lifetime pension of US$1,000 a month is enough, a couple can qualify on one of them, and permanent residence follows a few years. Joining the CAJA is compulsory rather than optional, which sounds like a cost and is actually the point: it is comprehensive public cover priced against your declared income, in a country with no army and a temperate plateau to live on.
