No figure recorded. At tier 1 the Ministry publishes no fee schedule; at tier 2 the German University of Technology’s own site was unreachable and no other Omani university publishes an international rate; the one concrete figure we found is in a German accreditation report — "a tuition fee of 2,700 Omani Rial (OMR) for Omanis and 3,375 OMR for non-Omanis" for two bachelor programmes — but it dates from about 2018 and never states whether that is per year or per programme. At tier 3 the aggregators quote OMR 1,000 to 4,000 a year with no institution attached. See the Pathoff method, section 14-5.

Pathoff education rubric (the Pathoff method, section 9-1), degree band "Locally solid, externally unknown": Omani degrees work well across the Gulf labour market and the German-partnered technical university carries external accreditation. At the top of the band; outside the Gulf no institution here is a name.

Pathoff outcome rubric (the Pathoff method, section 10-2), degree outcome band "A route you cannot plan around": Graduation confers no period to stay and employment requires a sponsoring employer inside Omanisation quotas, which reserve a rising share of jobs — and whole occupations outright — for Omani nationals. Above the floor because the quotas are published and predictable rather than arbitrary.

What it is like here

Oman has built a real higher-education sector in a generation — a German-partnered technical university, a strong national university, several private campuses, most of them teaching in English. Pricing it is another matter: no Omani institution publishes an international rate we could read, and the one concrete figure we found is nine years old and does not say whether it is annual.
