Move & retire

United Arab Emirates

Ten years at a time, no income tax, and never permanent.

Every ingredient this page asks for has a figure and a source.
Living
~$2,650/mo
Couple, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Safety
Mid
Mid-table globally and sixth in its region; street crime is very low and the score is carried by militarisation and regional conflict
Residency
Five or ten years, renewed, never permanent
Healthcare
No public system, and the premium is the risk
Out-of-pocket spending is 9.7% of current health expenditure here (World Bank, 2023, CC BY 4.0). Read it with care: the measure counts only what insured people pay — not premiums, and not the uninsured — which is why the United States comes out at 10.9%, ahead of most countries on this site. The low figure reflects employer-funded insurance covering most of the resident population, not a public system.

More is being checked.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.698 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "A route with conditions you can meet": The retirement visa publishes its terms — 55 or over, 15 years of work, and either AED 1m in property plus AED 1m in savings or an annual income of AED 180,000 — and the golden visa runs five or ten years. High in the band for the length of the permission. Short of the open band because nothing here becomes permanent residence or citizenship, so the stay is always conditional on continuing to qualify.

HealthcareNo public system, and the premium is the risk

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "You buy your own, and it is affordable": There is no public system a foreign resident can join; cover is mandatory and bought from the market. Mid-band because the clinical standard is high and serious treatment is done here — people fly in for it — but premiums are set commercially and rise steeply with age, which is exactly the exposure someone arriving on a retirement visa at 55 carries.

What it is like here

The golden visa runs five or ten years and renews, the retirement visa opens at 55 on property and savings or an income of AED 180,000, and there is no income tax on any of it. What the UAE does not offer, at any price, is permanence: residence here is always a renewable permission, naturalisation is exceptional, and there is no public health system to fall back on — insurance is mandatory and priced by the market.

How the process works

1

Pick the visa before you move money

Golden and retirement visas have different asset tests and different consequences.

1–3 months
2

Buy health insurance — it is a legal requirement

Get quotes at your actual age before committing; premiums move a lot after 60.

1–2 weeks
3

Plan for renewal, not for settlement

There is no permanent status at the end of the road.

Timing not confirmed

Where people settle

Dubai
Everything, at the highest price and the highest tempo
Abu Dhabi
Slower, more institutional, more space
Ras Al Khaimah
Markedly cheaper property, an hour from Dubai’s hospitals
