Move & retire

Portugal

The soft landing everyone found — which is exactly the problem now.

Every ingredient this page asks for has a figure and a source.
Living
~$2,300/mo
Couple, all in. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Safety
Very high
Consistently in the global top ten
Residency
Passive-income route available
The old non-habitual-resident tax regime was closed to new applicants — the visa and the tax break are separate questions
Healthcare
Public system, good value
Out-of-pocket spending is 28.2% of current health expenditure here (World Bank, 2024, CC BY 4.0). Read it with care: the measure counts only what insured people pay — not premiums, and not the uninsured — which is why the United States comes out at 10.9%, ahead of most countries on this site.

Living~$2,300/mo

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.605 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

Pathoff outcome rubric (the Pathoff method, section 10-4), residency band "A route with conditions you can meet": A passive-income route for someone arriving with means, leading to permanent residence after five years. Below the open band because it is income-tested rather than open to anyone arriving.

Pathoff healthcare rubric (the Pathoff method, section 13-2), band "Covered, with a private top-up in practice": A universal public system residents join, though non-urgent waits push most people to carry private cover alongside it.

What it is like here

Mild climate, a functioning national health service, very low crime and a passive-income residence route make Portugal the default answer for a reason. Two caveats that change the maths: the tax break foreign retirees came for was closed to new arrivals, and housing in Lisbon and the Algarve has been repriced by the same wave of arrivals.

How the process works

1

Prove stable passive income

The main retirement route is built on demonstrating recurring income, not on a lump-sum deposit.

Timing not confirmed
2

Get a tax number and a bank account

A Portuguese tax number is the key that unlocks almost every other step — do it first.

1–2 weeks
3

Apply, then register residence on arrival

Consular application abroad, then in-country registration.

3–8 months

Where people settle

Algarve
The established retiree belt; English goes a long way
Setúbal / Silver Coast
Cheaper alternatives now that Lisbon has repriced
