Tier 1 and tier 2 were both tried: the state education departments that enrol international students in government schools route their fee schedules through an authority-to-enrol process rather than publishing them, and the one figure that surfaced applied to dependants of international students rather than to the international student programme. Pathoff outcome rubric (the Pathoff method, section 10-1), early outcome band "A parent route exists with limits": The student guardian visa is a dedicated status for a parent or relative caring for a student under eighteen, granted for the length of the child’s course, with no employer and no nationality condition. Held below the top of the band because it ends when the child turns eighteen and the holder’s work rights are restricted.

Australia issues a student guardian visa: a status a parent holds because they are the parent of a student under eighteen. Almost no wealthy country does that, and it is the single strongest thing on this page. The counterweights are price — Australia is the third most expensive country here on the World Bank price level — and that we could not establish what state schools charge international students.
