Ljubljana charges non-EU students the same fees as everyone else — around €4,700 a year at its business school — living costs are well below the Western European average, and the country is the safest measured anywhere on this site. Afterwards there are nine months to look for work, though the permit is issued once, cannot be extended, and does not let you work while you use it.
