Every ingredient this page asks for has a figure and a source.
Tuition
~$10.5–11.7k/yr
This prices the public-board route, which is the one most international families use. Private schools cost several times more.
Living
~$4,100/mo
Family of three, all in, excluding fees. Compared at country level, so capital cities and large metros run higher. The price level behind it prices the basket residents buy, and a foreign renter cannot reach the cheap end of local housing — poorer countries may still sit too low here.
Education
Very strong
Guardian visa
No parent status; a custodian, or a permit of your own
Safety
High
Fourteenth globally and first in its region by a very wide margin

Tuition~$10.5–11.7k/yr

Individual published figures from public school boards: about CAD 14,500 a year for secondary at one Ontario board for 2025/26 and CAD 16,100 at a Montreal board, within a national range of roughly CAD 10,000–17,000.

Pathoff judgement directed by evidence, not computed from it: the country’s position comes from the World Bank household consumption price level for 2024 (0.906 of the United States, CC BY 4.0 — the ICP benchmark carried forward annually by the World Bank’s own method); the US reference budget is ours. See the Pathoff method, section 12.

Guardian visaNo parent status; a custodian, or a permit of your own

Pathoff outcome rubric (the Pathoff method, section 10-1), early outcome band "A guardian must be arranged": There is no residence status for a parent on the basis of a child’s schooling. A parent relies on visitor records renewed from inside the country, or on their own work or study permit; a minor without a parent present needs a declared custodian. At the top of the band because the visitor route does work in practice.

What it is like here

Canada does something unusual: its public school boards enrol international students directly, at published fees a fraction of what a private international school charges. The country is safe, the schooling is strong, and the language is English. What it does not have is a status for a parent — accompanying a child means repeated visitor records or a permit of your own, and a child alone needs a formal custodian.

How the process works

1

Apply to a school board, not a school

Boards run the international programme and place students within their schools.

2–5 months
2

Study permit for the child, and a plan for the parent

The child’s permit is straightforward; the parent’s status is the part to solve first.

1–4 months
3

Declare a custodian if no parent will be present

A notarised custodianship declaration is required for minors.

Where families cluster

Greater Toronto
The largest board programmes and the deepest housing market
Greater Vancouver
Milder winters, higher rents, large Korean community
Halifax / Ottawa
Smaller, cheaper, and boards actively recruiting
