The nine-month extension is granted on completion of higher education, so a vocational graduate goes straight to an employment permit that requires a job offer first.

What it is like here

Romania’s vocational system feeds a genuine manufacturing and technology economy, and living costs make training here cheap in absolute terms. What we could not establish is what a foreign student pays, and the nine-month graduate extension is written around higher education, which leaves a vocational graduate needing an employer.
